After following online lecturer that given by the amazing speakers, increasing my knowledge about the May 18 Uprising history as I can describe : May 18 Uprising occurred in 18 May to 27 May 1980. The Country led by Chun Doohwan, he seized the power through military insurrection in 12 December 1979. People in Gwangju didn’t want this, because they do not want back on to the authoritarian regime. People in Gwangju and students activist did peace movement to demand : lift martial law, step down Chun Doohwan and restore democracy as quickly as possible, but they brutally suppressed by the army. the people armed themselves as resistance against the forces martial law. during ten days people established an autonomous community. Women also took the role on this Uprising, even before the uprising happen women were together gather at the province hall for discussion to support the citizen army, to make decision. On the Uprising women took their role to expose what the truth happened in Gwangju, they make news, wall posters by mimeograph and then shared, they did it because that time the government lock the Gwangju. There is three symbol to representing May 18Uprising : first donating blood for neighbors who were bleeding, second fighting against injustice symbolize by gun and grenades, and the third rice ball means sharing together to create solidarity and to respond to the pain of others.
Many social movements occurred across Asia after 1980 such as Pakistan, Iran, South Korea, Philippines, Indonesia, China but they all failed. Although all almost failed to bring the change but May 18 Uprising halfway succeed. The success story May 18 Uprising brought the impact result : May 18 Uprising successfully punished those who carried out a coup, but the May 18 Truth Investigation has been launched, many facts about the Uprising were revealed but only one is left hidden that is the firing order. 45 persons got compensation. The May 18 also did trauma recovery for the victims. South Korea is one of developed country in Asia where the world has Korean wave, Korean Pop, and the Korean Dramas.
So, how to implement the May 18 Spirit in the Local Democracy
By the history Indonesian Students movement in 1998, they put themselves endanger to bring the reform in our country. Their demand was to step down Soeharto as the President because the people could no longer stand with the situation happening in the country : economy crisis, political crisis, crisis of trust and crisis of law. Soeharto was resign in May 1998. The solidarity moral of the students were proved can bring the change to Indonesia government system, even not as successful as South Korea but Indonesia Human Rights issues in the past has not been resolved. Recently Indonesia has been busy with the Omni Bus Law issue triggered public anger, especially students and workers. 8 Oktober 2020 They did demonstration on the street and to the house of representative building to convey demand is to reject the ratification of the draft. in 9 Oktober 2020 the demonstrators allowed in Riau Provincial People Representatives Council[demonstration not only in Riau, also in others province] and demonstrators got the letter to be sent to the President to conveying aspirations. Besides that, people also convey the aspirations thru social media it was trending with #MOSITIDAKPERCAYA. The government doesn’t seem to want to listen, the demonstrators were provoked and there was a clash between the demonstrator and the police. Those who were provoked and did criminal action threatened with imprisonment. But the President was responded this happened because of the demonstrator was triggered by hoax and disinformation about the Omni Bus Law.
Empowering Youth People
Based on the story above, researches shows that people especially in this case is youth people decide to do demonstration because they felt angry at the injustice for groups that are important to them and they believe they can make a difference by acting collectively. By seeing demonstrators age average is ‘’youth” category (university students), let’s say youth people by WHO standard is 15-24 year age group. In this age they are easy to provoked and very easy offended and making decision without well thought. Once they provoked and did criminal on human rights movement or demonstration, meaning they will harm themselves because they will threatened with imprisonment, in other words they will lose they rights for school and another rights as we have learnt the rights are indivisible. This is a formidable challenge for the local government and civil society to giving attention to empowering the youth people for knowing their rights in a well way and how democracy itself working by giving them democratic educational, create a space to discussing the national and local Human Rights issues, giving the material learning.
Strengthen civil society
As we know civil society has an important role with their function as public policy advocacy, empowerment people and social control function in the democratic process of a country. To perform all of these functions the civil society institution must be strengthen by capacity building to all of staff to successfully for the advocacy, build the link, creating a sparing discussion and plant the spirit that we have learned from the May 18 Uprising to the fellow community and community link.
Violence is not a principle of democracy and human rights, but it can be happen if the peaceful community action is not accepted. The May 18 Uprising value must be implement to our youth people and civil society to progress our local democracy is the spirit and the solidarity to fight injustice.
